TCI Living Panacea's proposed veteran housing program is designed to support people experiencing homelessness or at imminent risk of homelessness. Transitional accommodation is paired with person-centered planning, housing stabilization, and practical steps toward a permanent home.

Transitional housing
A stable place to work on what comes next.
Temporary, supportive accommodation can create room to address housing barriers while an individualized plan is developed. The proposal includes both furnished and unfurnished options, with specific arrangements confirmed during referral.
A housing setting built around safety and routine
- Furnished or unfurnished accommodation, depending on availability
- Utilities and essential household items, where provided
- House orientation, resident guidance, and regular wellness and safety checks
- Resident-specific emergency response procedures
Housing stabilization
From an immediate need to a lasting home.
Case management connects day-to-day housing needs with a practical transition plan. Residents can work toward permanent housing at an individual pace, with progress reviewed regularly.
- Intake, housing assessment, and an individualized stability plan
- Housing search, affordable-housing referrals, and landlord engagement
- Lease application assistance, tenant education, budgeting, and advocacy
- Move-in coordination, utility setup, and household resource referrals
- Rental-assistance coordination when available
Skills for independent living
Build confidence for everyday life.
When included in an individual service plan, practical learning can support confidence at home, in the community, and at work.
- Financial literacy, budgeting, and household management
- Meal planning, communication, conflict resolution, and time management
- Health and wellness education and community integration
- Employment readiness, resume development, and job-search support
- Interview preparation, workforce referrals, and vocational opportunities
Coordinated community support
Connections shaped around each person's plan.
With a resident's consent, staff can help coordinate referrals and access to community providers and resources. These are connections to partner services, not a claim that TCI Living Panacea directly provides clinical or legal care.
- VA health care, primary care, and behavioral-health providers
- Mental-health counseling and substance-use treatment providers
- Transportation, food, legal-aid, and education resources
- Benefits navigation, financial planning, and peer-support groups
Progress and accountability
Measure what helps people stay housed.
The proposal identifies outcome measures for the program to track over time. Measures are intended to guide service improvement; they are not published performance results.
- Veterans entering housing and transitioning to permanent housing
- Housing retention at six and twelve months
- Employment, income, and access to health care or benefits
- Progress on individual service plans and participant feedback
